This is the school ID for the current year.

The picture was most likely taken at the beginning of the school year.

I'm taking a wild guess here but 16½ sounds about right.

The police report from the incident lists him as 6'0" 160 lbs. This is likely just an estimate. However, other parts of the report have been modified since the night of the shooting, so it is possible that it is accurate. It's certainly reasonable - other players from his high school are of a similar build.

I have no idea where the 6'3" 200 lbs. reports come from, nor do I understand why his size relevant.
