Basically, if you are on FR, you can consider yourself on file somewhere, but likely not a person of interest or even known to any agent; just an archived name in a file somewhere to be checked on some time in the future should the need arise. You're right - but just think - for a moment - what this technology could do if the country went totalitarian.
