Does it count if I hunt down other people and gather their stuff?

I just wanted to keep my options open regarding “hunting” and “gathering”. After the fall of Rome, uh, I mean the coming financial collapse, I have a feeling that the inner city Orcs are going to be doing a lot of hunter gathering of other people’s goods and the rest of us are going to have to be sure we dissuade them from doing so.
