He can pardon those in the criminal system, but only individually. He’d have to hand sign 2-million pardons. He can’t grant them citizenship, though, so they wouldn’t be able to vote.

The only way it won’t is if the Corn Lobby does not want it.

They wouldn’t be able to vote legally but they can vote. Why do you think they don't want any type of ID requirements for voting?

Well, Gerald Ford issued a pardon to Nixon who wasn’t in the system.

I did a quick review of my Great-Grandfather's private records 1921 - 1932 when he was Pardon Attorney for the US.

His extracts show that each application for pardon was individually reviewed by his office with individual recommendations forwarded through the Justice Department to the White House. The annual requests for pardons, commutations, and respites had two high points, 1925 and 1929 when almost 1,800 such cases were worked on.

Do I think Obama will attempt massed Presidential pardons? After the robosigning scandal on home mortgages I wouldn't put it pass him.
