Well...actually...no they don't. They think they do but they do not.

In a Judge Napolitano vein...what if Comcast stood up and said 'no'? What if Congress pushed back? What if Comcast said, "Go for it and we'll use our millions to sue your ass."

Eventually the politicians would back down because it would come down to rule of law. And as yet there are no laws that would allow the pols to force Comcast to do any such thing as is illustrated in this article. So Comcast does the math and decides that losing a maximum of 18% of their audience is not that big a deal. The pukes in Congress wind up with no control.

Of course, when Comcast acts like pussies and caves at the first blow, it gives Congress all the power. Game over.
