If these islands belong to Alaska now, where in the Constitution does the fedgov get the power to dispose of them and give them to a foreign power?

Answer: the islands never belonged to Alaska, they were not included in the Alaska Purchase. They are close to the Asian continent and hence present-day Russia, they are not close to Alaska. Anyone who bothers to find these islands on a map would say they are obviously part of Russia.

The border maritime border between Russia and the U.S. was negotiated over 20 years ago and the treaty was ratified by the U.S. Congress and signed by G.H.W. Bush back in 1990/91. The Obamanation had nothing to do with the treaty.
