The last two paragrapsh seem to assume it could be a good idea if carried out by competant people - but who thinks the government is competant at anything?

If government does this, we call it Socialism.

After I got off active duty, I got into what was the last CETA school. I got paid to attend trade school (welding). While I worked hard, got my certificate and went on to work many years in the trade, I observed the “professional” CETA students. They were the ones that had bounced from school to school, never really passing anything, but drawing the paycheck. I would say 15% of my class actually gave a damn and worked to get the training. The rest were just feeding at the trough..
