My low-level bing.com research revealed that he was never prosecuted or officially accused of espionage, but he seems to at least have been playing footsies with the reds. It was said he warned the Russians that American code-breakers were on the verge of cracking the Soviet diplomatic code. He probably had lots of interesting stuff to pass on in his capacity as administrator of Lend-Lease to the Nationalist Chinese.
