Catholics, if not the Vatican directly, should consider creating an international Catholic self-defense organization, that under diplomatic immunity issued by the Vatican, travels to oppressed Catholic communities around the world. Some of its missions:
1) Assess the overall situation. Can a community defend itself? Is anyone locally sympathetic, or at least evenhanded, in dealing with them? Are there several communities that could band together for mutual defense? Is there any support or even-handedness that can be obtained from parts of the national government?
2) Provide advice, information, and training to communities to help them better protect and defend themselves if necessary. This can include any number of things such as limiting outside access, building “duress bunkers”, or even using local superstitions to create “spiritual boundaries” against hostile outsiders.
3) Give them recording devices to photograph and record attackers, especially any local authorities directing or assisting the attackers, as well as means to transmit such information outside of their country.
A lot of creativity needs to go into this to make it work, but the end result could be very gratifying.
