Not all of Florida. However, I had the extreme misfortune of growing up in Pasco county. I personally believe it's the a-hole of the world, but fortunately I escaped to north Florida long ago.

I live in Pinellas, Pasco’s high-brow sister, and I agree that Pasco is the armpit of west central Florida.

They are, however, getting better, esp. in the eastern parts of the county. Most of the trash lives west of US 19.
