when they do it, say "I don't know." or something indicating you think you are answering a question, and when they say don't know what, tell them "You ask me a question didn't you???" see what they say then...OMG, I hate that. I simply refuse to spend any quality time talking to a person who has that habit.
Severe ridicule may be the only cure for these stupid vocal oddities.
