Back in the day, clinton issued executive orders for FEMA. NO ONE IS TO HAVE OVER THREE DAYS OF STORED FOOD, NO GARDENS OVER A CERTAIN SIZE. And if a national emergency is declared, you must turn over the keys to your residence to FEMA personnel and evacuate to a central location. Your foodstores will be confiscated for redistribution. Weapons will be confiscated and the National Guard deployed in anticipation of riots.
No need for ‘new’ laws.

It's not out of the question. I could point you to at least one well-run fast-food place in a fine area in Silicon Valley that has a cash-only policy, and any number of grubby little mom-and-pop eateries as well. That might be begging the question of whether cash-only is an absurd notion when the business is a cannery, but I don't know if you were asking that specifically.
