I highly recommed James Reston's analysis of the way Washington is thinking about the dilemma of fighting a war without declaring war. ("The doctrine of 'limited war' still predominates") The focus is mostly on Germany, with Japan as an afterthought. This despite the low-percentage negotiations now going on with the Japanese.
Reston was still writing for the Times in the sixties, I'm pretty sure. I wonder if he covered the national debate on "limited war" during the Vietnam era.
