Some 512 million more tons of greenhouse gases were emitted from smoke stacks, exhaust pipes and agricultural land. "That means we're beyond the scenarios with which we're calculating the further warming of the earth," (Jochem) Marotzke (head of the German Climate Bureau) says. "In light of these new figures, I can only hope that the feeling of fatigue evaporates."
The new numbers show the extent to which international climate policy has failed. At the first "Earth Summit" in Rio de Janeiro in 1992, the concentration of the greenhouse gas CO2 was at 360 parts per million (ppm). In the 20 years since, it has risen to 390 ppm—and there is no end in sight to the upward trend. Year after year, representatives from almost 200 countries negotiate over how much they'll have to reduce their greenhouse gas emissions. These are mega-events, but the results remain meager. The spike in CO2 may mean the warming period (such as it was) is over. A rise in CO2 always FOLLOWS a warming period.

Anything coming from the DOE is automatically a falsehood. Notice I didn’t say lie!

I get a kick out of this wording: “calculations” become “facts”. They did not say “observations”, “measurements”, etc. - but “calculations”. No doubt using some type of model, based on the number of new coal plants in China, estimated increase in vehicles, etc.
I have the solution to the affects of Global Warming. In my scenario, we can reap all the benefits of global warming and none of the ills.
Here’s how.
We offer 0% tax on all corporate profits for any company that will build a pump station and pipe line to pump ocean water to a vaporization station in the constantly frozen tundras at the north pole. They have to pump 5,000 GPM and run constantly firing the water into the air at least 200 feet at a location that maintains a maximum of 0 degrees F all year long.
If we can build about 40 of these stations. That would pump about a trillion gallons of water/year out of the ocean to be frozen at the polar ice caps. If each of these stations cost $2 billion to build the companies would be out a total of $80 billion dollars and get a 10 year tax holiday upon completion.
Then we could capitilize on the extra rain associated with Global Warming and the new land created by a potential 1” lowering of global sea level. They think there is about 353,458,604,320,000,000,000 gallons of water in the ocean now. Over the course of 10 years we could affect the sea level. Right?
Think of all the jobs it would create? They could power the pump stations with solar and wind power.
Think how happy the polar bears would be with all the new ice.

Just a hunch, but the more one group of ‘clean’ nations try to limit CO2 emissions, the faster those emissions will increase in non-complying ‘dirty’ nations.

So lets see if I understand these communists.
They could not even calculate how much CO2 would be released in a year’s time but we are to believe they have correctly calculated the climate impact for future decades.
We cannot just be satisfied by defeating the progressives we have to completely CRUSH them and exposed all of them for the evil communists they are.
Sounds like the phony findings where Greenland had 17% ice added to the map.
