Ah, this is that scratch and spit game where nothing happens for hours, actually requiring a break after a while to wake up the stupefied spectators, lest they miss a brief spate of activity before the whole thing is mercifully over.....
The rule is only a single line to the bullpen from the dugout, no outside calling allowed. Electronic phones have been tried but had problems and didn’t catch on but there would be no issues with a type of electronic phone if the above conditions were met.

Albert Pujols struck out in 9th as part of a strike em out throw em out doubleplay. "Albert Hooblehoff!" Who's that? Fox Sports Radio host JT The Brick was once on the air and he kept an eye on the TV--Pujols got a game winning hit and JT blurted out his name as "Albert Hooblehoff!" Once in awhile they replay that.
