Back then we had the Bracero Program.
If farmers needed temporary farm labor, contracts were made and Mexican workers come in and picked the crops. The temporary workers were then paid and they went back home to Mexica to spend their Dollars.
Rinse and repeat as needed.
The program was in place from 1942 to 1967 and, at it's peak in 1956, involved 445,197 Braceros.
The program was killed in the 1967 as a result of political pressure from the unions and Cesar Chavez.
Today, if somebody proposes such a program, they are ripped apart with screams of "open border advocate".
