He doesn't favor the "incorporation" of the 2nd Amendment WRT states and localities. IOW, he believes it binds the Fedgov only. Probably a consistent position for a true Federalist -- the (Federal) Bill of Rights wasn't written to limit the powers of the states, only the powers of the Federal govt.

He doesn't seem to favor gun control at the Federal level.

The idea that the Bill or Rights restricts the Fed govt and not the states is bunk. The first Amendment clearly is a set of freedoms FOR the people, freedom of religion, speech, etc. The second is the same. Now, I do believe the states have the ability to regulate gun ownership - registration, waiting periods, etc, but restriction of ownership I believe is not allowed, especially after the recent USSC ruling.
