Yes, because it was. The “sort of like a mandate so insurance will pay for it but you don’t really have to get it for your kids if you don’t want to” didn’t go over so well.
The whole idea of the Perry “mandate” was necessary to make it available to poor and low income children through insurance coverage. It was a technical mandate for insurance purposes, otherwise the parents of those children could not have afforded the high cost. As you say, the opt-out was available thus negating the mandatory argument.
Not sure why some people hate Perry so much. He didn’t go after anyone except Romney and Obama. He didn’t hire Ed Rollins to be his top adviser. But everyone just goes after him because he’s the frontrunner and the only way for their candidate to get ahead is to try to bring him down, I guess.
