This says it was taken during Hail to the Chief and not a failure to salute.

This says it was taken during Hail to the Chief and not a failure to salute.

Has anyone ever heard "Hail to the Chief" played for Obama?

"Hail to the Chief," when it used to be played, was played when the President walked into the room or onto the stage, not when he was already there. And if it were being played and the military folks were saluting, they would be saluting him. They are not. And us civilians would never think of putting our hands over our hearts.

Otherwise the explanation is completely plausible.
