RUNNING across a crosswalk doesn't give even a 20mph car enough time to see and react. Reese should have been ticketed.

Yep, and it was unmarked - in other words, it was an intersection. Reese was running and didn't see the car, ran out into the street and got hit. The 84 year old woman slammed on the brakes, and before she could even exclaim that she never saw Reese coming (which she didn't), and before Reese even hit the ground (if she even fell), Reese had whipped out her cell phone and called - 911? nope; her doctor? nope; her lawyer - bingo.

Remember, this is LA - so the cop gives the driver a ticket and Reese gets to be the victim, thereby establishing pressure against the driver until a settlement can be arranged away from prying eyes, at which time the ticket will be dropped (and oh, by the way, if the driver was actually guilty of hitting someone, she wouldn't have merely received a ticket).
