The White House has issued guidelines to government officials at home and abroad detailing how to commemorate the upcoming 10th anniversary of the Sept. 11 attacks and suggesting that references to Al Qaeda be minimized, The New York Times reported Tuesday.
The internal documents provided to the paper by officials in various federal agencies set up instructions on how to honor the memory of those who died on Sept. 11 and warn Americans of the possibility of another terrorist attack.
The Obama administration has had lengthy internal discussions on how to commemorate the anniversary, and the guidelines are the end result of the debate on how to unify the message for public events and official statements, the Times said.
Recently, the White House has passed to agencies two sets of these documents. One is designed for U.S. embassies, consulates and the foreign audiences who will participate in Sept. 11 observances. The other set of guidelines, which all federal agencies received, is a single-page document for domestic ceremonies that emphasizes what steps have been taken to prevent another Sept. 11-style attack in the U.S. and encourages citizens to volunteer.
The guidelines detail what the White House deems as important themes that must be discussed as well as the tone the observances should take.
A chief goal of our communications is to present a positive, forward-looking narrative, the foreign guidelines state.
The overseas guidelines also ask that agencies abroad emphasize the global effort to battle terrorism.
As we commemorate the citizens of over 90 countries who perished in the 9/11 attacks, we honor all victims of terrorism in every nation around the world, the foreign guidelines state. We honor and celebrate the resilience of individuals, families and communities on every continent, whether in New York or Nairobi, Bali or Belfast, Mumbai or Manila, or Lahore or London.
The document states that Osama bin Ladens death is a reason for officials to minimize references to Al Qaeda.
The guidelines tell officials to emphasize that Al Qaeda and its adherents have become increasingly irrelevant, and to reference the lack of any major role Al Qaeda played in the Arab Spring. Al Qaeda represents the past, the guidelines state, while peaceful protests in Arab countries represent the future.
For domestic audiences, the White Houses single sheet suggests that the commemorative ceremonies draw on the spirit of unity that prevailed in the immediate aftermath of the attacks. The guidelines ask officials to encourage Americans to volunteer, and also to share with attendees the steps that have been taken to prevent another terrorist attack.
As in the overseas document, officials are told to honor all victims of terrorism around the world as they also commemorate the Americans killed on Sept. 11.
For the statements and ceremonies, the White House is encouraging a common theme: resilience.
Resilience takes many forms, including the dedication and courage to move forward, the foreign guidelines state. While we must never forget those who we lost, we must do more than simply remember them we must sustain our resilience and remain united to prevent new attacks and new victims.

I really really hate to break it to the WH, but the World Trade Center buildings weren’t attacked because they contained citizens from other countries. They were attacked becauase they were a symbol of the United States and capitalism.

Yep. O was just wondering if he is going to bomb something or maybe his kids will be kidnapped. He is one scary person, there is nothing he might do that I would be surprised about.
Plus they want to “shape” (er, CONTROL) the message so as to help us forget that we were attacked by racial Muslims and that we remain vulnerable to Islamic beliefs throughout the world as long as the “political correctness” is more important than being honest about the enemy.

- Don’t say that Muslims, acting in the name of Muhammed, attacked America
- Don’t offer any prayers that might be interpreted as “Christian”

I had the same reaction as yours originally, but the ‘WH dictate’ is aimed at ‘gubmint officals’.
You and I can observe the ten year 9/11 anniversary however we see fit.
Supposedly there is supposed to be no prayers.
I HOPE AMERICANS STAND UP AND PRAY AGAIN TOGETHER LIKE THEY DID 10 YEARS AGO.
