After getting the troops home start a serious rebuilding of our own forces and begin training a 1990 End Troop Strength Active Duty Military. Call up volunteer retirees to help get it going again. If someone invades a M.E. nation fine. If they fight each other for decades that's fine too.
No more wars without very clear and very specific military goals and plans too expedite them as swiftly and deadly as possible. No more wars without a real declaration that binds congress to support and provide for it. Most of all. No more nation building with our tax money. Any military brass or civilian Pentagon offical writing such a rule as this article states should be fired.

I imaging in large areas of the old muslim world there is no toilet paper, corn cobs, Sears catalogs, leaves, or water. One deals with toilet functions with the left hand. One dips food out of the communical pot with the right hand. It was a sensible public health rule. Thus the penalty of cutting off the right hand for theft was basically a death sentence by starvation in the early tribal society.
