Regarding Africa, a serious problem there is “dry sex”. It tends to have the same impact (ripped tissue and bloody tearing of flesh for infection to enter) as sodomy. Of course there are the other problems in African culture, of course.

I don't think that's the case. I think it's black men having sex with other men ("down low") and then passing the disease onto their girlfriends/wives/friends with benefits. I couldn't find a CDC chart with transmission categories subdivided by race and gender, but I did find a chart stating that almost 85% of the HIV cases diagnosed in female in 2009 were from heterosexual contact.
I haven't seen data suggesting that blacks use intravenous drugs at a higher rate than whites, yet according to the data, 46% of black MSM (males having sex with males) are HIV-positive. Studies show that black homosexuals are less likely to use condoms when engaging in homosexual sex and their unsuspecting partners then contract the disease when they are engaged in heterosexual sex.
Contrary to what the media would have everyone believe, HIV is still largely confined to small segments of the population (intravenous drug users, homosexuals, and heterosexual women that have sex with homosexuals). It is nearly impossible for a heterosexual male to contract the disease from having regular sex with an infected female, yet if you watched media coverage of it, you would think that there are a lot of guys like Magic Johnson out there.
I called talk radio and got on the air back around 1990. The reason for my call? The guest being interviewed was a gay rights activist that was discussing that heterosexuals needn’t worry about getting aids from the homosexual comminuty (there was a lot of fear at that time about gays and Aids spreading to the population at large). Anyway, the reason I called was that during their commercial break they advertized an “Aids walk” and to get people to support it, they said they need to help because “anyone” is at risk of getting aids.
So when I got on the air I simply asked, very politely, which is it? They cut me off and went to the next caller.

Obviously support for government funding of HIV/AIDS programs is higher if people think that ANYONE can just make a wrong turn down a road and get infected.

There is a lot of truth in that but even there you can find nuggets of gold. Fridays at 10 pm there is a show on E called “The Soup” that skewers ersatz “celebrities” such as the Kardashians more effectively then anyone else does.
TMZ often does the same. See Tiger Woods as an example.
Yeah. That was where they were going with the ad, but the purpose of the interview was to do damage control regarding the public perception of homosexuals being a diseased and contagious lot. It was an interesting time...
