All I can say, is that if she was able to hold such a high concentration of heroin in her lungs that it was enough to kill a cat, second-hand... she is a serious drug abuser, with an extremely high tolerance. And her picture shows it.

Looks like just another person afflicted with Boulder Dementia Syndrome.
It must be something in the water. Note that a person who was using a drug, the use of which is classified as a felony, and she hits the national media because she killed a cat! ! !
Classic case of Boulder Dementia Syndrome. Boulder is a bubble of Liberalism surrounded by reality. By law, there are no pets in Boulder. Cougar on two legs and four stalk the streets, but there are NO PETS in Boulder.
It is a place so full of Libroids that a local law defines your pet as not a pet - it is an ‘animal companion’.
The girl could receive a longer sentence for the demise of the cat than for the heroin.
PS Just wonderin’ - was it her intent to kill the cat? IF not, assuming the concept of Mens Rea still has any standing in Boulder, that animal cruelty charge may well be successfully challenged.

I'd be willing to lay even money that second hand primary smoke/vapor wasn't the primary cause of the cat's death.
You can lead a cat to a druggie exhaling smoke, but you can't make it inhale on cue.
