forget money and vouchers. Build a cabin style bunkhouse and let people who are down on their luck stay in a bunk like a shelter for a disaster. Cabin provides shelter from the elements, but nothing more. Watch how quick they figure out how to get back on their feet staying in a bunkhouse with the other losers.

I see no allowance for feeding the parasites, in your plan.
Thus, all the more reason for them to QUICKLY find a way to support themselves. The way some of them eat, should take about 45 minutes.

HA! That worked out real good for the Katrina "victims", right?? All of those trailers sitting empty while those who did get a trailer ended up staying in them forever,and you can bet they were trashy when they eventually did move on.
That doesn't help us all out in the end,though I can appreciate your point.
What i'd like to see is an end to welfare-period! Best way to do that is,instead of living forever on our dime,would be to force people to get educated,get stable and reach a goal to become productive.I know you can't legislate human nature,and there are a lot of lazy people in the world.But if a person won't work,that's their problem. you don't work,you don't eat.
