Someone should explain how paying a bill in legal American currency constitutes “disorderly conduct”. He is paying his disputed bill and he paid for it.
I would fight this citation all the way; this is outrageous.
I had a balance of 30 bucks on my car insurance one year. I went in with 3 tens and the agent asked for a check or money order. I told her that it was printed right on the bill by the treasury that they were legal tender for all debts and that if she refused the cash I wanted a signed statement that she wasn't taking my legal payment.
I found another agent the next day -- good thing too because that policy was canceled.
