No. All people are expected to obey the law. If a man steals from the poor box, he has committed theft (violating the Ten Commandments) whether it violates canon law or not.

Ever read John 14 and 15? Did Jesus expect us to keep or violate His commandments?
One is morally obligated to obey authority (laws). That is not the same as salvation by grace, but Jesus obeyed all the valid laws of his time, religious and civil, and obliges his disciples to do the same. “Render unto Caesar..,” and “do all that they tell you..” Obedience, as Saint Paul says, is not enough, for “If I hand over my body to be burned and have not love, then I am nothing at all.”
