After this guy's laptop was stolen, he showed the cops his tracking software and the thief's location. But the cops "didn't have enough resources" to do anything about it, so the guy started a blog about it, including pictures of the thief. After more than two months of knowing where the thief was, the cops finally decided to arrest him:

On a visit to Berkeley I reported with license plate on two guys who gave the beatdown to a girl and threw her in the car and drove off. It was all I could do to assure them I saw what I plainly saw.
They called me back to say it was a “sister who ran away”. I say BS, more like a pimp and a hooker, but the po po were completely pathetic.

For those of you around the country this isn't anything unusual for Oakland,CA. Police will only respond quickly if there is a real emergency, say like a shooting or the like. Having a Laptop stolen isn't high on their list. Essentially it isn't considered serious enough to warrant attention from the police.
Or course there are reasons for this. Oakland is an extremely poor city with very few resources. It's essentially a ward of the state of California and Alameda County. Oakland could never make it on their own. Oakland has so many people on the dole and such high unemployment that their finances are a complete disaster. They have chased away any business brave enough to try to do business there. It has an excellent port for trade so their is some of that there. But overall the city is a wreck. As a consequence of this, their budgets are such that police simple don't or won't do anything about property crime. So much for the accomplishments of Jerry Brown when he was mayor. But Oakland was a wreck long before Brown was major. It's been a very long time since Oakland was any type of a decent place. And to be fair, it would take an act of God to make any improvement in Oakland.

I went to the site for “Hidden”, the software this guy used. I couldn’t determine whether this will work if the thief formats the hard drive. I assume that it would not. Anyone know?

I received a call from Officer Joshi of the Oakland Police Department after she was contacted by Good Morning America. She told me that the Oakland Police Department would be following up on my case immediately. Oh, so if a national tv show calls the police department they suddenly have the manpower to investigate the crime and make an arrest in record time.
I had to file last year on credit card theft and the cops couldn't be bothered. With me pushing them, they tracked it to an ISP account and then dropped it. The credit card company didn't follow up either claiming it wasn't worth their time. Gee, ya think that's why credit cards charge 20-something percent interest.
