If his letter to Marshall demonstrates "that Short did not understand his basic mission on Oahu," why did Marshall not follow up with a reply to say, "Look here, Short, you are forgetting the possibility of an air attack on the fleet in Pearl Harbor. What you really need is sufficient patrol aircraft to conduct daily 360 deg. searches. I will make it a priority to get you those planes."
This excerpt is a scathing attack on Short but it seems to me he conducted his exercises in a way that used the resources he had at the time. - Homer
