This would mesh with the evidence that Obama was actually born in Kenya two years earlier than the birth certificate says. His grandmother, who worked at the Hawaii bureau of records snagged the SSN of a dead Connecticut guy and created a birth certificate for him when Stanley Ann brought him there in 1961, when he was already two years old.

His father really was 25 when he was born. It's just that the birth-certificate was created two years after he was born.

Didn’t Obama’s website during the primaries show his age as two years older at one point, and then it was changed later ?

Maybe the answer is that Hawaii was not a state on Aug 4, 1959. It became a state on Aug 21st, 1959. What effect would it have on Obama’s birth if he was born in a Territory rather than a full State ? Maybe the grandmother just wanted to play it “safe” by bumping the year up to after statehood ?
