My first guess was that it was either named in honor of Hugo Chavez or funded by him, but it appears to be a set of awards for literature in the areas of science fiction and fantasy.

Chacun a son gout. (I think that's Spanish for "I hope that jackal has gout" but I could be wrong.)

Jack Vance just turned 95 on aug 28. He has won the Hugo 3 times, in 1963 for The Dragon Masters, in 1967 for The Last Castle, and in 2010 for his autobiography “This is Me, Jack Vance!”. Happy belated birthday, Mr.Vance!

I am really out of date for my sci-fi/fantasy reading, about the only thing I recognize is the Girl Genius webcomic.
