For decades people have bent over backward, saying that poverty causes bad behavior, and it’s everyone else’s fault that these people are poor. Skin color and ethnicity have long TRUMPED decent civilized behavior. They get bonus points just for being “ethnic” and there are lower expectations for their behavior.
