I think you’re thinking of a different movie. The only blond in “The Sum of All Fears” was the big German with the flattop.
I believe you’re thinking of one of the ridiculously PC “Lethal Weapon” movies. I’m pretty sure it was 2, that had the long blond hair, and were South Afrikaans. Of course this gave Danny (I couldn’t be a bigger liberal pinhead)Glover to go off on an anti apartheid screed. If you watch closely everyone of the “Lethal Weapon” movies had some leftist PC crap in the plot, or a properly placed poster, it was shameless.
I was watching Scrooged a short while back. I remembered I liked the movie, but forgot about the anti-aparthied posters in the movie. IIRC, the posters used were black fists beating down white figures.
