No, I don’t know. Don’t care either.

The guy paying in pennies is a jerk. And would deserve any flack the bank put in his way - even if it is the much maligned Chase Bank. The guy wanting to pay in pennies is just as bad, or worse than Chase.

Take money in bills to bank, request penny rolls, turn around and use them to pay the charges.

By the way, every bank has a schedule of fees for services provided to their customers - and I imagine there is in there somewhere a fee for processing coins. The jerk paying in pennies should have been subjected to those fees.

This sort of makes sense. The idea was that one didn't have to accept scrap metal to quit a debt. But now that all there is is scrap metal (and paper*) I guess it was everything or nothing.

(George is up to the teller. Jerry goes to another one.)

GEORGE: Oh, please. (to the teller) Can you change this into bills?

TELLER: I’m sorry, sir. We can’t do that.

JERRY: Do you want to go with him? You go. I don’t mind.

GEORGE: I’m not going with him. I don’t even know the guy. (to the teller) Look, they did this for me before.

TELLER: Look, I can give you these and you can roll them yourself.

GEORGE: You want me to roll six thousand of these?! What, should I quit my job?!
