“Dreams From My Father”, page 31, Barry has been telling of the packing and preparations for his and his mother’s journey to Indonesia to be with Lolo Soetoro:

“Finally, we boarded a Pan Am jet for our flight around the globe. I wore a long-sleeved white shirt and a gray clip-on tie...”

The photo you posted was taken at some kind of spacious facility, and Stanley Ann is decked out in a lei. I’m guessing Barry mis-remembered the length of his shirt sleeves, because here he is in white shirt and gray tie, being photographed likely by Gramps, as he and his mother are [likely] ready to board the flight to Indonesia. Just guessing.
