I regularly encounter pedestrians who cross against lights, when their light is red and traffic, with a green light, must stop or hit the pedestrian.

Oh yeah, the ped is usually quick to flash that middle finger at the drivers with the right of way.

The pedestrians ALWAYS have the right of way in most places ~ when you visit DC you'll probably pick up a couple of $1300 tickets for "cutting off a pedestrian" if you imagine they DON'T have the right of way. The marked pedestrian crosswalks are just for decoration! They own the whole road.

Plus, when they enter the road on a green they get green all the way across ~ not just half way. The cops give tickets in MD, VA and DC on that one when a car darts across before a pedestrian has cleared the road.

New York is different. They cross in the middle of the block as a matter of course and I know a New Yorker who once pulled a jaywalking ticket in downtown DC for the middle of the block trick. Which means this ~ even though the pedestrians around here are jaywalking, and can be ticketed for it, you as a motorist are simply not permitted to run them down.
