Several aspects of the box make it look “repurposed.” The tin liner, the damaged bezel around the round “window” in the top. Those round areas on each corner likely held some sort of decoration, glasss, semiprecious stone, medallion. Restore those, plus a likely magnifying glass in the top, and it’s sort of fancy, almost like a handheld Victorian curio. The handles throw me though.
It’d be useful to know the dimensions of it. The items surrounding it don’t necessarily help. I suspect it’s smaller than we think.

Otherwise it looks like a store display.
I dunno, but I want to see the miniature blacksmith go at it with that tiny anvil!!

I think the glass is a replacement. It may have held a piece of beveled leaded glass or even a porcelain medallion at one time. The flipping handle suggests it was to be opened and closed regularly without picking up the entire box from the table or desk. A chronometer or compass box would usually have some type of mechanism to clasp the piece inside the box, plus the lid would usually be sealed tightly to keep out moisture and dust.
My final guess is that it sat on a desk as part of a desk set. The person seated at the desk would press down the lever and offer his guest either a cigarette or a piece of candy.
The handles have me starting to lean ceremonial, like some lodge or even a religion. It was meant to be carried around.

Part of an ornate desk set is a great guess. That hadn’t entered my mind.

That tube shaped handle throws me. I was wondering why anyone would make a tubular handle, because such a shape would make it harder to hold on to.
Perhaps the handle was meant to be inserted into a larger tube—buy why?
Well, maybe it’s meant to hold a lock of hair?
