I have a Taurus 94 .22LR 9 shot revolver. Does ammo make any difference as a self defense or concealed carry weapon?

Not really. It will not be of much help as a self-defense weapon with or without ammo.
Yes, but 22’s are often very lethal in very unconventional ways, regardless of the specific bullet design or velocity.
What 22’s often can’t do is “stop” an assailant quickly.
I wouldn’t care to get hit with 9 shots.
It beats a rock or pointy stick.
Study the ballistics of the rounds. Go for the hottest. I went with the most ft/lb in a fragmenting bullet.

Back in the day, before penicillen, any deep infection would kill. A .22 cal bullet was just a fatal a .40SW is today. It would just take a few days.
Best weapon I saw during a riotous situation was a .177 single shot pellet rifle.
The gang leader said “Are you really gonna try to scare me with a pellet gun?”
The homeowner said “no, just delay you a bit.”
The gang leader got a pellet to the cheek and and several stock blows to the head as the gang left their leader pummeled in the street as the police arrived.
Looks like a good way to break a wrist!

Since a CCW and self-defense weapon are the same thing the answer is no. But there are rounds of ammo that are better for self-defense. A good metal jacketed hollow point (JHP)is the best self defense round around 30-40 grain. The JHP round provides expansion which gives a bullet greater wounding and stopping power. I do not recommend soft unjacketed lead bullets. If you are set on a .22 I would suggest that you upgrade your gun to .22 Winchester Magnum (WMR) (I believe the Taurus 94 is chambered in Magnum too) which has much greater hitting power.
A .22 lr round, especially a fragmenting round, smacking into the bladder region will stop even the toughest NFL lineman ... excruciating pain, pain that literally disables the nervous system locally causes gravity to take over immediately. Ant ER doc treating gun shot victims regularly will tell you the most painful wounds are bladder region and shock is almost instantaneous.
