In that case he was being mistakenly optimistic because we are already way below replacement rate in most of the industrial world. The god of stuff is being enthusiastically worshiped everywhere!

Gates views all three as reducing population growth. His view is that as child mortality goes down, and health improves, that people naturally have fewer children. And apparently this was something he advocated long before he made the questionable comment.
