So what exactly is the law? Given that the indians ate horse meat, I'm surprised you can't kill and eat your own horse. Not that I would want to.

These have been stolen horses. It is not illegal in most places to slaughter your own horse for personal consumption.
If they want horse meat, they should just go to an auction and buy one. Horses are dirt cheap now. Stealing someones horse to slaughter it is stupid.

On the French Grande Armees return from Moscow they learned that horse meat was good. My french father in law was happy during the mad cow scare a few years ago that horse meat was available, he says it is very good.
