An Amendment to the Twentieth Amendment is needed ASAP to limit the powers of the Lame Duck Congress and Presidency during a lame duck session.
Sample language could be as simple as:
"During the time period beginning on the day after elections for members of Congress or the office of the President and Vice President, which occur on the first Tuesday in November, and ending on either January 3rd for Congressional elections or January 20 for Presidential elections in the following year, no legislation will become law unless it is determined that such legislation is declared a national emergency. In order for a national emergency to be declared, a YEA vote of 3/4 of the Governors of the states is required."
Yea verily!
“No Member of Congress whose reelection has not been certified by their respective Secretary of State shall be permitted to vote.”
As long as you are amending the constitution why not just make the change to have the newly elected Representatives and Senators take office immediately?
It no longer takes the time it once did to travel to Washington after all.
You can't do that because it would effectively leave certain districts without representation.
Instead, perhaps we need to change the actual date at which we seat our elected officials to a time closer to the election. Lame duck sessions of Congress have GOT to go.
Being fired by the people is effective on the first Wednesday of November...
