As far as law and order, well in the aftermath of Katrina they were just as much a threat as the thugs were... in many instances more so.
Good point. In a disaster scenario, they are playing by the same rules as everybody else.

Not a very good analogy. NOLA was cesspool before the levees broke.
However, I think most of the inner cities will devolve pretty much the way NOLA did only over a longer period; maybe a couple of weeks, a month before it really gets bad.
I think most suburban folks will form groups to aid/protect one another. Yet, they too will break down eventually.
Country folks will be the ones who fare best. They are already self sufficient in many aspects and fly over country is generally the most conservative areas of the nation. They're the best armed too.
