Heck, I thought it was going to be about my local police department until I read it was 2 police officers. In my town it was a police officer and the mayor. Neighbors wondered why a police car was always in front of the mayor’s house.
The important thing to remember here is that this problem occurs in many more areas of public trust, than local Law Enforcement.
The lady chief handled this problem better than the male chief. Sex with a willing partner isn’t a good reason for job termination. Is it really worse than sleeping on the job or sitting in a diner eating donuts?
He is probably the only one surprised then. It would be easier to count the number of officers in our town who don't have sex on duty (with someone other than their wife) than to count the ones who don't. It's no secret (many times not even to the wife).
That is one reason (among many others) that we have a new sheriff. It's hard to get and keep good people when they are paid crap and work in an atmosphere where many are doing not only unethical things but sometimes criminal things.

An executive in the company I work for was caught boffing a secretary in the Men's room during a fire drill. I believe he was fired that same day.
