The cops and forensics ought to search the home of the alleged owner and finding those dogs DNA in the home, arrest and prosecute.

That is a start...

Every pitbull should have a chip installed that points to the original owner and that owner should have cradle to grave liability for the dog's actions. It is the same concept as company's liability for the disposal of toxic substances.

Why not all dogs? Most municipalities have ordinances against letting dogs roam at large.
