Already tried that but thanks. SAFE MODE with networking is just as slow. IE is so slow I can barely ever get a web page to execute in that.

Firefox at least sometimes let me send/receive some packets while browsing the web, but most of the time the whole connection stalls, but only while I’m browsing.

Like I said give me a link to click on which is to a 10MB file and I’ll have it downloaded successfully in seconds.

Make sure you have your proxy settings correct. Either off or pointing to your companies gateway server.

is the file actually there? and is it 10M in size?

That sounds too fast.
