I think that Savage was making reference to the overly aggressive brashness of the old time fishmongers who sold fish in the old time neighborhoods of NYC.

Haven’t heard fishmonger since I was a kid...every time one of us started yelling, he’d say****quit yelling like a fishmonger***didn’t know those younger had ever heard the expression....that was back in the 40’s....
