First time I have heard of UVB-76. Any freepers know the story behind this and why it would be spitting out a new message?
(Please, no LOST jokes ;) )

Someone has already posted the Wikipedia article: http://en.wikipedia.org/wiki/UVB-76
Buried at the bottom of that is a likely explanation that I haven't seen discussed elsewhere:
"Another explanation for the constant buzzer is the High-frequency Doppler method for ionosphere research [17] described in the Russian Journal of Earth Sciences, in which radio waves are reflected from ionosphere inhomogeneities. Changes of an ionosphere state can be caused by solar geophysical or seismic events. This method involves comparing a continuous radio transmission which is reflected by the ionosphere with a stable basic generator. The continuously transmitted carrier frequency currently used for this research matches that of the Russian Buzzer (4.625 MHz)."
The footnote [17] points to this document (in English):

Check out item [33] in that document. I doubt it's a coincidence.

Wonder if it has something to do with Iran getting nukes?
Does anoyone know the function of the stateion that is nothing but church bells?
The Wikipedia article extremely interesting.

Update:
On August 24, 2010 at approximately 04:00 UTC, a heavily distorted voice was heard by amateur listeners.[citation needed]
On August 24, 2010 at 13:25 UTC, another heavily distorted voice was detected by several amateur listeners.[citation needed]
On August 24, 2010 at 17:43 UTC, Hard to hear voices were heard over the transmission.[citation needed]
On August 24, 2010 at around 03:30 UTC, distorted voices in addition to fast beeps and pulses were heard.[citation needed]
On August 25, 2010 around 06:13 UTC, Random knocks or shuffles as if someone is in the room, changes in tone randomly.[citation needed]
On August 25, 2010 at 06:45 UTC, A grumble or garbled sound appeared out of nowhere for 389 ms.[citation needed]
On August 25, 2010 at 06:54 UTC, Another transmission occurred. (Recording of the fifth voice transmission) A new sequence/pattern with a chirping/crank noise occured on top of the previous buzzer. At times this new noise made the old buzzing noise barely audible. The message content was: “UVB-76. UVB-76. 38, 527. Akkreciya. 36, 09, 55, 73.”.[citation needed]
On August 25, 2010 at 18:07 UTC, Morse code could be heard behind the buzzer signal. It lasted until approximately 18:20 UTC. At approximately 18:08 UTC A tone was heard in the background followed by a short message.[citation needed]
It is not known whether or not these voices are that of persons physically present at the broadcast station, or if they originate elsewhere as radio transmissions and are being overheard by UVB-76’s input device.
It must be Kenneth’s frequency.
Far too many people like a good conspiracy theory.
The Soviets, and later the Russians with the Commonwealth of Independent States have an extensive command and control system for their armed forces. The buzzer is simply one of those albeit a very rarely activated example.
The Russians and Ukrainians still make extensive use of Voice and Morse during radio broadcasts.
You’ll see examples of alert messages transmitted from other Russian military broadcast stations at the following.

Everybody is obviously concentrating on the Buzzer, but the message and variations of it probably went all the way down the Russian military chain of command broadcasts.
You can hear a Morse Message on the Buzzer frequency. The message is being transmitted for a Russian callsign RATD99.

Far too many people are going for worldwide events. In reality it will just be a command and control exercise. The message is transmitted and all the command and control entities go through the actions of the message broadcast.
