You are right BUT. I saw a car drive up to that ATM, past the keyboard and the rear window came down, an arm came out and felt for the keyboard.
A BLIND passenger, in the rear, was thus able to do her banking thing while seated IN the car on a drizzly day.
Useless to the sighted, but maybe a blessing for the blind lady.
I don’t give the government much credit, but every now and then, it may help someone. Also, what is the extra cost of molding BRAILLE into those push buttons?

what is the extra cost of molding BRAILLE into those push buttons? negligent when the decision to mold it is made by the button manufacturer, or ATM designer, or bank involved.
infinite (ie: no bounds/what's next) when made by government.
double-infinite if made by congress, given the Article 1 Section 8 thing of the constitution.
