Morgan County WV is having a flag contest and there were 3 finalists out of 24 submitted designs.
My design is Flag 1 in the contest. I am urging people to vote for it at http://www.morgancountywv.gov/gov/flagpoll.html#
Problems with the other flags are:
Flag 3: It shows Morgan for whom the county was named for. I don't think he ever lived in the county though and portraits of people are inappropriate for flags.
Flag 2: It doesn't have the standard 3 by 5 dimension, but rather has a 3.9 by 5 dimension, it has too many colors, too much small print, the large print is blurry, and it looks like a scene rather a flag.

...I voted for #1 (I really like it) but the poll total stayed at 291. I’m thinking the above statement is why?
I am not sure why. I contacted the poll administrator about problems with the poll, but got no reply. My problem with the poll was that the voting page ddidn’t allow voting. The poll administrator never replied.

Same here, I voted and it stuck at 292
maybe they’re only allowing votes from IP addresses inside the county?
I emailed the administrator again and asked why all votes are not being counted. If he replies, I will post his answer.
I am in the county, but often my ISP address is located in Maryland or Washington DC. If they are doing as you say, then lots of county residents could not vote.

Apparently the poll is blocking votes for Flag 1 and letting votes for Flag 2 through.
