It means the 2nd amendment applies to all state actors, not just the Federal Government.

The interesting question is can state/local governments still require licensing and can the CHARGE for that license. In Massachusetts, the scam is that the local police chiefs get the money from firearms permits for police training. My thinking is that now that the second amendment is incorporated, they can no longer charge for a permit any more than they can charge you to register to vote. Opinions?
